civil war, to have been prevented the US government would have had to step in much earlier. However, there has never been a nation that hasn’t had at least one civil war, thus some could make point by saying that the civil war was instrumental in developing the nation. I personally can’t see how killing your own nationality, your friends, your family, can be considered as instrumental to the development of a nation.
